The State of Hawaii faces increasing risk from sea level rise. Organizations rely on NOAA sea‑level models and data to assess projected coastal impacts through 2050 and 2100. Given that approximately 85% of Hawaii’s goods are imported and 91% move through the state’s commercial harbors, it’s critical that the commercial harbors develop and implement a risked base decision-making model to plan rebuilding its facilities for resilience and continuation of operations.

Leasing and permitting process State lands. were processed through the Board of Land and Natural Resources . Recently, the Legislature authorized the Department of Transportation to issue leases and month to month permits for State lands that the Department holds title and manages .
